PHDA, Inc. was formed in 1982 as a grass roots Community Housing Advocacy Organization, known as the Pittsburgh Housing Development Association.
Incorporated in 2005 as PHDA, Inc. obtaining it's 501.c3 status in the same year. The Association concerned with the lack of adequate affordable housing
in the East End Neighborhood of Pittsburgh, urged Pittsburgh City Council to increase Community Development Block Grants towards the development of
affordable housing for low and moderate income residence.
